Bags of rubbish are already left scattered in Cranswick Streets after the two bins which will serve almost half the road's homes filled up and Manchester authority waste collectors refused to clean up up loose bags.
The actual residents say the council's contractor Small business Manchester also failed to get hold of rubbish on the right day time for two weeks, turning up a day later.
Residents group associate Wendy Simms said: "We as residents are going to do our bit and working tricky to keep the streets clean but we are not getting support from the council.
"There are not enough packing containers and they are not taking it out. Even if they do collect it on a Friday it is full Ugg Boots Ireland again by Sunday.
"There tend to be flies and rodents inside alley, you don't want to go down generally there. It makes us feel like all hard work is for nothing.In .
Coun Nigel Murphy, executive member for the atmosphere, said: "We've worked closely together with residents of Cranswick Street to help them improve their area and we end up needing to congratulate them on receiving their recent Northern West in Bloom award.
"The public bins were introduced during this and other streets after occupants reported problems created by Parajumpers London scores of wheelie bins clogging up their alleyway. From when they were introduced, we've spoken to occupants and sent them words explaining that they need to use the containers properly.

"Our collection crews typically report that the bins remain half empty despite totes being left beside these people, so we've told locals they need to take responsibility for their squander by placing it in the packing containers rather than leaving it within bags on the street.
"We do everything we can to help people by providing baggage and boxes for their selections wherever possible."
